Lottery Enrollment

Dear prospective parents,

Thank you for your interest in Water’s Edge Village School (WEVS). Enrollment in WEVS is based on a lottery system. Below is the form Request for Admission/Lottery Registration that must be completed and received by Thursday, March 7 for the drawing on Friday, March 8, 2019 for enrollment in the 2019-2020 school year.

The purpose of gathering this information is to ensure that all applicants have an equal opportunity for enrollment. Any child who is a resident of North Carolina and meets the age requirements is eligible to enter Water’s Edge Village School’s lottery, which does not discriminate on any basis, which does not discriminate on any basis, including race, color, age, gender, religion, sexual orientation or expression, national/ethnic origin, or disability.

If the number of applicants hoping for spots in WEVS for 2019-2020 does not exceed our maximum capacity, capped at 38 students again this coming year, no lottery drawing will be held, all applicants will be offered a spot, and any additional applicants will be accepted on a first-come, first-serve basis. However (and more likely), if WEVS has openings and the number of applicants exceeds that number, open seats will be granted to students through an impartial lottery drawing.  We will hold that drawing on Friday, March 8, 2019 at the Corolla Library at noon. In order to have your child be part of our admissions process,  you must enter his/her information on the form below.

*Our lottery is only for new students hoping to fill open positions. Currently enrolled students retain their seats.*

Parents should read our Student/Parent Manual and understand our unique situation, setting, and school and consider planning a visit before entering the lottery.

Our lottery is open from the week after Thanksgiving 2018 until the day before our drawing held on March 8, 2019.

Any child who is a resident of North Carolina and meets the age requirements is eligible to attend Water’s Edge Village School, which does not discriminate on any basis, including including race, color, age, gender, religion, sexual orientation or expression, national/ethnic origin, or disability.

If there are any unfilled seats or openings after the lottery drawing (either because students whose names are called in the lottery decline the seats or because current students who committed to returning have a change of plans), those seats will be filled by the remaining names from the lottery roster/waiting list in the order they were called on the day of the lottery and then with names added after the lottery, in order the names were provided to us.

In the event of a lottery,

  • Applicants will be notified of the time, date, and place of the drawing and may be present to witness the drawing but are not required to be present.

  • An impartial person (usually our Corolla Librarian) drawing names will blindly choose every name card, one at a time, from a container and shall read it aloud. An impartial person will confirm and record the names in the exact order drawn. All names of all registered students shall be pulled and noted in the order in which they were read.

  • Five drawings will be held if some applicants are children of teachers or siblings of students:

    • First Drawing: NC children of full-time WEVS employees & children of active board members who have served for at least one year (neither group may exceed our cap of 15% of our total enrollment - if either of those groups is then those students are entered into the drawing for their grade grouping instead with no priority.)

    • Second drawing: Names of siblings of current students (or of students who have completed our highest-grade level and attended WEVS for at least 4 grade levels) will be entered into a second lottery drawing. Names will be drawn until there are no more names in the container or until all seats are filled. For the purposes of this subsection, the term "siblings" includes any of the following who reside in the same household also as half siblings, step-siblings, and children residing in a family foster home.

    • Third drawing: Kindergarten-1: Students in the K-1 learn in the smaller room of our schoolhouse. There is a maximum of 10 K-1 students total for the 2019-2020 school year

    • Fourth drawing – Grades 2-7

    • Fifth drawing - 8th grade

*Siblings (including multiple birth siblings) applying together will have their names on one card, placed in the vessel of the siblings’ lowest grade.  If that card is selected then all siblings shall be offered enrollment unless we reach classroom or school capacity.  In the case that there is not a class opening when a multiple birth number is drawn, all multiple birth siblings will be put on the waiting list.*

  • The official lists of all applicants/sibling groups in the drawing(s) will be open to inspection by the applicants for a 30-minute period prior to the scheduled drawing.

  • Parents/guardians who are not present at the drawing will be notified whether or not their child has been given a spot.

  • Parents must commit or decline within 7 calendar days of notification, whether or not a lottery is held.

  • In the event that a parent declines a spot, that spot will be offered to the next child from that grouping of names on our waiting list (e.g., K-1 classroom) and his or her parents/guardians will be contacted. This procedure will continue until there are no remaining openings. If a spot opens in the final week before the start of the school year, anyone on the waiting list must accept within 24 hours of being offered a spot or the open space will be offered to the next individual on the waiting list.

  • Once the school year commences, WEVS may opt to cap enrollment at the level on the first day of school if the Board determines that keeping enrollment open would result in material disruption to WEVS.

If you have any questions regarding these procedures, please don’t hesitate to contact us at 252-455-9449 or at

Thanks again for your interest and we look forward to hearing from you!
